Conduct experiments to decide what works
Do more multi-site experiments like the At Home/Chez Soi study in Canada or the Family Options study in the U.S. to understand what works for different groups. Without rigorous evaluation it is hard to identify "best practices."

This is critical unless you want to study a problem for a long time and spend a lot of money just to learn you are no closer to a solution than when you started. I would like to see a little more rigorous reporting on why people are homeless, not how long. We see the homeless in Los Angeles every day and their numbers do not seem to be decreasing. The financial obstacles to owning a home and/or a vehicle are substantial here. Some areas are over 90% renter-occupied. So, why are the homeless hanging around here of all places? It's the worst possible place to start off without a good job.
